Chile’s Next Luxury Wine Coast?

The growth of mining activity in Argentina and Chile’s Coquimbo Region has sparked renewed interest from international investors in developing logistics infrastructure linked to the Port of Coquimbo and other strategic coastal locations. Beyond logistics, this momentum is creating a unique opportunity to transform the La Serena–Coquimbo Bay into one of the South Pacific’s leading destinations for tourism, maritime industries, science, innovation, premium wine, pisco and lifestyle investment.
For more than three decades, the Port of Coquimbo has welcomed over 22 luxury expedition and cruise ships each season, an initiative originally promoted by entrepreneur Sergio Bustos Caro and currently led by Silvia Bustos Cabrera through Ingservtur, which has strengthened tourism routes to the Elqui and Limarí valleys while promoting the coastal attractions of both cities.
The proposal includes the development of a recreational marina in Coquimbo, taking advantage of naturally protected coastal areas well suited for nautical infrastructure. According to Juan Carlos Núñez, investment attraction specialist at Urkan Innovación y Proyectos, the initiative would complement existing tourism assets, including the iconic Third Millennium Cross, while diversifying the regional economy. He also highlights the region’s strong scientific, aquaculture and deep-tech ecosystem, supported by universities and leading research centers.
Maximiliano Morales, CEO of strategic consulting firm AmixTechLab SpA, explained:
«We have begun identifying strategic partners and investors to support one of the largest coastal development initiatives ever proposed for La Serena and Coquimbo Bay. The portfolio includes marina developments, waterfront infrastructure, hospitality, mixed-use real estate and tourism projects across Peñuelas, El Faro, northern La Serena and areas surrounding the Port of Coquimbo.»
Morales believes this new coastal infrastructure could also become a catalyst for a new generation of investments in Chile’s wine and pisco industries.
«Today, the Limarí Valley is internationally recognized for producing world-class Chardonnay and premium sparkling wines thanks to its limestone soils and cool Pacific influence. At the same time, vineyards planted above 2,000 meters in the Elqui Valley are demonstrating exceptional potential for high-altitude mountain red wines. Combined with a modern waterfront featuring marinas, boutique hotels, fine dining and lifestyle experiences, the region could become one of South America’s most attractive destinations for wine tourism and premium investment.»
The public-private strategy also proposes strengthening artisanal fishing through the construction of a new fishing and tourism pier in Peñuelas, improving operating conditions for local fishermen while creating new recreational spaces and two strategically located marinas within the bay. Together, these projects aim to integrate port operations, tourism, nautical sports, recreation and private investment into a sustainable development model for the La Serena-Coquimbo metropolitan area.
The vision draws inspiration from internationally recognized coastal destinations such as Puerto Vallarta, Mexico, where fishing traditions coexist with tourism, restaurants, marinas and waterfront promenades, creating a dynamic local economy.
Morales became familiar with this model while living in Mexico as a digital nomad after the pandemic and believes a similar approach, adapted to the Coquimbo Region, could transform the bay into a destination where maritime heritage, gastronomy, outdoor recreation and wine tourism naturally converge.
The strategy also creates new opportunities for family-owned vineyards throughout the region. As international tourism grows, small producers could begin crafting boutique wines from grape varieties traditionally used for pisco production, adding value to local agriculture while preserving the region’s renowned pisco identity. This diversification would generate new revenue streams for growers while expanding wine tourism experiences throughout the Elqui, Limarí and Choapa valleys.
The Coquimbo Region offers a unique combination rarely found anywhere in South America: a spectacular Pacific coastline, internationally acclaimed wine and pisco regions, world-famous astronomical observatories, outstanding seafood cuisine, Mediterranean climate, and an expanding innovation ecosystem. Bringing these assets together could position the region as one of the South Pacific’s most attractive destinations for investors seeking opportunities in hospitality, premium wine, pisco, real estate and experiential tourism.
Reconnecting La Serena with the Pacific
Another key component of the proposal is the construction of a multifunctional waterfront promenade north of La Serena’s historic lighthouse. Beyond protecting one of the city’s most iconic landmarks from coastal erosion and increasingly severe storms, the project would establish a vibrant public space integrating pedestrian walkways, cycling routes, cultural areas, restaurants, retail and recreational facilities.
One innovative aspect under consideration is designing the waterfront to generate a consistent surf break through advanced hydrodynamic engineering, creating new opportunities for international surfing events while respecting the area’s traditional shellfish harvesting activities and coastal ecosystem.
The project could eventually enable the development of a small urban marina for recreational boating, sailing, water sports and waterfront dining, creating a new gateway between the Pacific Ocean and Chile’s northern wine country.
Raúl Carmona Ronsecco, a strategic projects advisor with more than 25 years of experience in the region, emphasized that the proposal could become a transformational initiative for northern Chile, provided it is supported by comprehensive environmental studies, modern engineering and strong public-private collaboration.
Ultimately, the initiative envisions La Serena and Coquimbo Bay as an integrated destination where world-class wine, pisco, gastronomy, science, maritime culture, innovation and sustainable coastal development come together, creating a new investment hub on the Pacific coast of South America.
